ryzen7 3700u rx vega 10 laptop can't run cs go

so i think my laptop is decent enough to run this game (on paper) but for some reason i can't even get more than 30 fps on it.And yes i have tried changing my laptop power settings but it just doesn't work.My friend who has a 10 year old laptop can get more fps on the game than i do.Any suggestions on how to solve the problem? thanks in advance.
