ryzen7 3700u rx vega 10 laptop can't run cs go

so i think my laptop is decent enough to run this game (on paper) but for some reason i can't even get more than 30 fps on it.And yes i have tried changing my laptop power settings but it just doesn't work.My friend who has a 10 year old laptop can get more fps on the game than i do.Any suggestions on how to solve the problem? thanks in advance.

well that sucks maybe it's a cs go only problem for some reason.

yes i play 1024x768 4:3 blackbars.Should be low enough but i get the same fps with max settings too, dunno what's the issue.

fps_max also make sure you have your graphics card enabled and not your onboard graphics card

I can't trust AMD igpu/laptop gpu anymore. My 4 years old laptop also has the same cpu, it can't even run minecraft properly.
My desktop has a nvidia, i suffered 0 issues so far.
