It means France just shut themselves out of the market.

no but it gets consumed meaning if u put it in the scanner, you need to claim it before using the scanner again. So if you use the scanner once, and got a blue. You need to buy a key to use the scanner again and be able to open another case.

I can't imagine how livid most of the french players with expensive inventories are. Imagine spending all that money and then some to finally get that crazy inventory just to have it all stamped with "NOT MARKETABLE/TRADABLE".

how would they be untrabable or unmarketable. They just get to know what they get befroe actually getting it. You can only do one at a time so even if they get a blue, they need to pay for that blue befroe opening another case.

It's designed to circumvent gambling regulations. It removes the ability to pay for something unknown.

If you don't live in France, then it shouldn't be an issue for you. If you just want to learn about it, then you should probably read up on French laws.
