If you're running a rather poor performance computer, I'd say turn it off (it wont increase fps much though). However this can make spraying rather difficult without the tracers.
As I said, it does have a downside when disabled, so if you have a pc which can hit 50-60fps, there is no need for it to be disabled, you most likely wont notice the small benefit and you will notice the downsides.
Drawtracers is however cheat protected so you can't even turn off them in matchmaking anyway x)
i hit around 140-150, but regardless i have a every frame matters policy for some reason

well if there is a 1-2 frame difference then i dont really care that much, might aswell put it, took me 1 year to find the command again :P
If you really don't care for your overlay or you run 2 monitors, you can disable it by going to the top left corner of your steam client, Steam -> settings -> ingame -> Enable the steam overlay in game
This does benefit your fps a fair deal (Results vary, i've seen 10-20fps increases) , although ingame stores will no longer work so you'll have to go out of CS temporarily to re-enable it when you do.
nah overlay's good, i was just curious about the tracers, i think the rest of my settings are just good
