Report a translation problem
Their name is something like: "xXx Soul Slayer xXx Kick player Bello? "
So when it displays you only see the middle part of their name, the "fake vote" message. You can see this same thing here where they looked like they were asking for people to kick hackers but really they started a mapvote.

wooow this is underwhelming af. thank you so much doc we've been trying to get it to work for ages lmao. but they had the same nick all along, and yet the message said "stop windows update press f1" or some ♥♥♥♥♥♥♥♥♥, but they never changed their names... i think O.o
But yeah it's supremely underwhelming how they pull this "trick" off, it's more of a "silly steam trick" if anything, haha.
1. This is considered griefing and you will catch reports which will hurt your trust factor
2. Please don't do this - the entire game is ruined because one person is trying to be a jerk by abusing the vote features
