So :
64 tick server are a standard for like every FPS out there. Rainbow 6 siege or Overwatch are 64tix.
Not to mention the test done by I don't remenber his nmae youtube, makking 47tix, 64tix and 128 tix server and nobody was able to clearly say whitch one was which.
Regarding OP's problem ;
- Player model blood animation hitbox are slicy bigger than server hitbox. It's normal.
- none-sniper weapon have a falloff and a max range.
- for the AWP and other snipers, if the there any slice movement anywhere, the shot is random. SO the bullet animation could be in the middle of the target, while the shot itself is not. It's also normal

Edit: its not only with awp i had 1 game yesterday where i hit afk guy in head with ak 4 times and he did not die.
Your problem could be the same symptom as that link without beeing actually the same problem.

And it's a 128/ tick server BTW, so that's proof that the 64 server is not here for anything but it's really a player input problem here.
If you are 100% accurate and it still happens, then there is a problem. If that happens, please do take a clip of it and send it to valve so they can investigate.
