No one says you should stop by pressing walk - counter strafing is the proven fastest way to come to a stop and shoot at your max accuracy.
Lets say you wanna clear a on dust 2 from short/cat the you press a, walk some centimeters, stop holding a and press d for a millisecond and aim to the angles every time.
The reason for that is simple:
When you just stop walking you're still moving for a moment. That's the reason your shots are inaccurate or you've to wait until you can shot. When you counter the walking with counter walking you stop immediately and can hot accurate faster.
The reason you walk only with a or d is because it's easier to counterstrafe that. When you press W+A and have to counter strafe it's much harder to hit S+D.
