The code is 100% garbage.
The thought that (fake) C++ code (C#?) would do anything on the CSGO forums is a laughable idea.
The "code" has "trolled by <name witheld>" (the person who made this fake video) written in it somewhere.

It's just a joke to troll VAC banned people and the CSGO forums.

It's definitely C++, it's common for the people in the cheat dev community to add junk code to their cheat to change it's signature. That's not really needed as one single method changed would be enough to do that haha
Yeah but this isn't even "added junk code", it's just fake obfuscated code that does nothing even if it was compiled.

Yeah I know, it probably won't even be compiled as the compiler would probably just filter it out

It will def filter out the impossible if statements, which are plenty in that junkcode lol
