You have to remember that the number of people on working on CSGO is changing daily (according to people who've asked about the dev teams size and have gotten an answer)
Valve is currently "full hands on deck" with a "flagship major game" they plan to work on they plan to announce in 2019.
Theres also rumor and theory that operation 9 is being worked on and coop strike is coming back or a 3rd danger zone map being developed.
Its not that the dev team is lazy, its that their size is not consistent and theyre working on something at the moment. The CS team stated they never hold back content to be packaged in a major update, they just throw out whatever is done once its done.

Bringing a classic version of a fan favorite map and an art contest (The CS20 thing was a huge event for GOs art community). And even if we got something, it would probably have been some new maps for a dz map. The point of CS20 wasn't to shower CSGO with new content, but put the spotlight on Source and 1.6 and inspire us to play them. CS S and 1.6 had some bugfixes around the time of the CS20 update aswell
Could you learn how valve works it's not a traditional game studio they can work on whatever projects they like.
This isn't epic where they are forced to make content with 80+ hour working weeks or be fired.
