Very slow update speed

This is my problem-
1. CS:GO updates everyday (that sucks)
2. I know the updates are very small in size around 5-10 mb but when i try to update it i get speed not more that 10 kb/s, sometimes i get speed around 3 kb/s or just in bytes!!! But when i download any whole game i can get 100-150 kb/s. My internet just works fine i can play online too. If you have any fix for this please comment down below.

I live in india which region should i choose. I had once read on the net about this. I selected the region which had less traffic and more net speed, but it had no effect on my net speed... (Was downloading insurgency 4.6 gb, i was getting 100-150 kb/s). Still would give it a try thanks :)
