Your ping matters a lot more than your download / upload speed.
I know that since I have a neighbor with 0.8 / 0.017 mB/s download/upload speeds, he has ping 35-40 in csgo, meanwhile I have 20/6 mB/s download/upload speeds, my ping is 50-60 in csgo.
So no, your connectivity is the only thing that matters for csgo. If you're planning to get higher download / upload speed in order to get better ping in csgo, no, that won't help.
The only reason why I asked is because CSGO has various options(under game settings) regarding your width.
