I think you asked and answered your own question. If you don't want to spend the money to buy a key sell the cases until you get enough money to buy a key. Then you will not have to worry about it.

Actually it's very common for companies to offer a free option to enter for raffles and lotteries but only letting people know in the fine prints. So very few people even ask for it.
Do you know that during the McDonald's monopoly thing, you can just walk up to the counter and ask for the monopoly tickets they put on fries and soft drinks there? They have to give one to you for free. hence the "no purchase necessary" thing. I'm not saying Valve hasn't found another loophole but it's entirely possible that legally speaking they're obliged to comply to these rules since loot boxes are a game of chance.
