Well this fix is way to much to be honest, just add the exceptions
- Open Avira
- Bottom left go to settings
- select exceptions
What i did:
- add "C:\Program Files\steamapps\" for the scanning process
- add "C:\Program Files\steamapps\downloading\730\csgo.exe" for the processes
- restart pc
- Launch update again and it works fine
