This worked for me.
If that works you should get +60 fps on fullscreen (if your specs are good enough), here's other solutions:
-Disable game DVR
-Disable game bar (i doubt this is causing the fps limitation)
-Type "fps_max 300" on console
-Verify cache
-Disable vsync on nvidia properties
1. Go to library
2. Right click csgo
3. Click properties
4. Click on the tab "local files"
5. Click Browse Files
6. Right click the csgo .exe
7. Once the window appears, click on properties.
8. Click on compatibility
9. Disable fullscreen optimization (made a little mistake back there, i don't remember if it is enable fullscreen optimization or disable, either way disable it, because it limits your framerate)
10. Start csgo and give it a try
After Health is restored you need to type ''sfc /scannow''. After that's completed you need to restart your computer. You probably have updated to Creators update and that's why its capped.
Have a nice day :)
