9.8c was the latest release of DX 9. Download that if you cannot run the game under DX 12.

No, and it's not downward compatible as far as I know. Hence, they need to download DX 9.8c, which is also what CS:GO uses.

just direct x 9 unlike other games. look at AMD's 2020 gpu presentation benchmark slide as it has CSGO with DX9 while all the other games have like Directx 11 or 12. CSGO

Also that in most of GPUs you wont get better performance with dx12 or even vulkan

But there is a difference,csgo is the biggest competitive Game while the others arent
