It is...all third party sites are scams...in spite of what you may be told by people. Just because a site is popular doesn't mean it is legitimately legal in any way. In order for a site to be legally legitimate, they need verified written proof of approval from Valve per the Steam Subscriber Agreement, Section 2, Part G.
