Counter Strike modding community died after Counter Strike Source when the skins for CSGO were released, making mods illegal, on the other hand the game will keep getting updated with new graphics maps etc.
You can, but nothing modifiable, check youtube videos on how to get the best CSGO graphics, if nothing else you can get sharper and smoother graphics.
On the other hand if you're like me I go for ultra low graphics for the most competitive and smoothest experience.
