Are you playing in a external hard drive? It lags sometimes if you play it there just a tip, ao its better to play in ur system drive.

I have a medicore A10, a GTX 960 and a HDD, and I get 300+ FPS on max.

Try physically cleaning your pc, or boot into Windows game mode.
