CS:GO Offline but Steam is online?

So i've noticed that i'm accumulating an EXTREMELY high amount of ping recently, and its interfering with the game. I've also noticed that on the bottom left of the home menu (where u usually see your friends list) it says that I am currently offline, and to go online to see the list. I input net_graph 1 and it says I have 0 ping and am offline. Steam is online, my internet is fine. I've uninstalled and reinstalled the game and tampered with some internet options. Nothing of use. I have no idea what's going on, and this ping/offline problem is the main reason why i've been avoiding csgo for a few weeks now.
Any help would be greatly appreciated!

I've disabled my firewall for private and domain applications, then shut it down completely, but I still log on to see that "I'm offline."

try putting steam into offline mode then online again

Go restart your router. And your modem if that's possible.
