You should also limit your FPS to your refresh rate, if your fps is higher than your refresh rate you'll get tearing, G-Sync only works if your FPS is below your refresh rate so that's expected.
Input lag only happens if your FPS is above your refresh rate that's why you should limit your FPS like i said.
The problem has caused by G-sync. I switched it off completely. Desktop refresh rate has been set to 144hz. In NV panel the 3d settings--> Refresh is not the highest. (Application controlled) Vsync: Application controlled. And as I mentioned. Gsync off.
Now CS go works like charm. No tearing at all. So freakin' smooth now. I enjoy very much. And I forgot to mention. Nvidia driver is 384.76
