No game you can host can alter your ranking :)
You cant make an Official server
So if I will buy a server from a provider such as sme x company than it will also be not a official server..???

"Official" basically means "can be found using matchmaking". May it be casual or competitive matchmaking.
Your server won't be found using matchmaking, it will be listed in the "Browse community server" option :)
So basically, I can not own a official server.....
The OP wants to make a server for people to rank up officially and everybody has told him you cant.
Giving admin rights to anyone would lead in abuses. The fact that nobody can have admin rights on these servers (or anything on these servers) prevents abuses.
Imagine if you host the server at your place and you play on it, let's say you don't have admin rights, you just own the server. Nobody can guarantee your connection, so the server may be faulty, big ping spikes, that kind of thing. And you start losing the game, you rage, lets unplug the server. That's not fair.
Now, i believe you're a kind soul that wants to help the community, but i think you're not fully aware of what's COMPETITIVE and what's OFFICIAL, i mean no offence in saying that :)
Being open source would allow you to modify and recompile the server side code, thus creating exploit or make hacks more easily developped (vac is server sided).
I'm glad we could help you understand, but now i'm curious, why do you want to do that ? :)
