No increase in fps when i lower my settings for res
I play 1920x1080 on all low settings, however when i changed my settings back to very high i never got a decrease in frames, i started to experiment and found out i don't get an increase in fps when i changed my res to even 800x600. Does anyone know why this happens or how to fix it ?

really ? because when i play other games the fps changes dramatically

It means your FPS are not limited by your GPU, but rather by you CPU who's not affected by resolution changes.

but my cpu does not bottleneck my gpu, as it can power much more powerful gpu without a bottleneck. I have a gtx 960 and a i5 6400

What you just described means exactly that your framerate is limited by your CPU. (Except if your FPS are limited anyway, for example with fps_max or vsync.) CSGO is much more dependent on CPU power than GPU. Make sure you have multicore rendering enabled.

fps_max 0 is always on vsync off multicore is off aswell but if i change res on any other game i get more fps

Multicore rendering should be on (either in the options or mat_queue_mode "2" in config). Almost all other games need a strong GPU but don't depend much on a fast processor. CSGO is different and is very dependant on a fast CPU.

Just download Razor Coretex made my game be a little better when i had a bad PC...

i wouldnt consider my rig bad, i still get around 200 - 300 fps but at 800x600 i was expecting 300 - 400

He doesn't have a bad PC. Razer Cortex does nothing if you've got a reasonably tidy PC anyway.

my fps went up by average fo 14 fps..
