Question mark profile pictures

i cant see anyone or even my profile picture in csgo.

for my avatar it displays a picture of a silhoutte of the head and shoulders and everyone else's picture is a question mark.

its definitely not my connection as i restarted the router many times and this problem has been going on for the past few weeks.

on some occassion its working fine (i can see everyone's avatars) but its only for some time. on other occassions i can see only a few avatars (maybe 6/20 avatars).

also, sometimes i can see everyone's avatar but mine is still the silhoutte.

how to fix?
