Overpass, like canal, is a total original design by valve.
Dust, Dust2 and Cbble were made by Dave Johnston (He possibly made Canals as well because his logo is in the map Cbble and Canals. It seems unlikely because of his design choices. I don't think he would make such a complex map)
Cache was made by FMPONE
Mirage was made by Micheal Hull
Inferno, Vertigo and Aztec were made by Chris Auty
Nuke was made by Jo Beig
Train was made by Christopher Mair
Assault was made by Lari Muuriaisniemi
Italy was made by Glen Cooper and Jaison Green
Office was made by Alex Manilov
Militia was made by Andrew Aumann
Every single one of these guys made their respective maps before CS 1.0 came out (Except Inferno, Vertigo and Dust2 to my knowledge)
Justin DeJong was one of the original mappers on a couple maps, including Dust 2, with Valve. Valve now has in-house mappers that works on the CS:GO team, and also takes a look at community submissions.
What he's trying to say is Valve has never made a map for CS, aside from Overpass... Which was made by people who were only Contracted by Valve. So "technically", Valve has not made a single map for Counter Strike since I started playing it in 2000.
Makes sense tho, Valve is a lazy Company. They'd rather buy someone else's hard work rather than do it themselves.
