Anyway, please don't turn my thread into another "discussion" (rather flame) about gender and gaming. This topic is about the GE rank and all the hacking and griefing on there, which is a lot worse than in many other skill groups.
It looks like you have nothing contructive to contribute to this discussion. Like your own experience, for instance? Or do you belong to said hacker or griefer squad yourself?
For I find it sad beyond words that the rank of GE literally means nothing these days thanks to being filled with said filth. It used to be a rank of pride, something many aspired to achieve.
I'm quite surprised that I've seen a number of players blatently cheating on these matches that ruin the experience for everybody else. When I refer to blatant cheating, this refers to spinbotters and teleporters (I remember one who used .noclip in a match, I mean, seriously?). There are also some suspicous plays every now and then, but since I'm only SEM, I normally don't raise this concern unless it becomes extremely obvious.
Of course, you also have grifers, teamkillers, and others who spam messages by binding key commands as well. Sometimes, I even went as far as muting them so I don't see those useless messages anymore.
Personally, I don't mind competitive or other matches on LAN parties where all players agree to play a certain style or mode and that everybody has a good time. In many cases however, players queue with others usually unknown until they join ingame, and they don't know how they may behave until they start acting like it.
While it's true that this kind of behavior exists in just about every game, I just wish this kind of activity would reduce in CS: GO. I do hope that Valve does step up with their VAC System and that Overwatch continues their part in knocking these cheaters/griefers out of play.

Yes, it's a common sight in GE matches. We all wish that cheating would be generally reduced, but I was shocked to see (and hear from GEs in my friends list) how few truly achieved the GE rank through skill, and how you have to put up with that hacker crap in GE matches all the time. (It makes you want to stay in LEM/SMFC forever.)
As for the toxic behavior, there really should be a broader range of options to protect match participants from it.
Also at the end of the video, if the cheaters really did discuss whose cheats were better, that's just a new low not just in CS, but gaming in general.
In my entire CS:GO Career I have only witnessed about 3-5 Spinbotters in GE, even less throughout the time it took me to rank up from SEM to GE. The biggest problem in the entire game is the Wallhack, and even that one I´ve probably only seen 20-30 times?
I do not want to talk anybody down here, but many of you call people that did not hack Cheaters. I myself did so too. I can't count the amount of players I called a Cheater for no reason whatsoever, just because I assumed they cheat. The assumption alone switches a Switch in your head which basically makes you surrender the very moment you get killed by the same dude over and over again.
Back when I was in Silver, I was the biggest ♥♥♥♥♥♥♥ ♥♥♥♥♥♥ in the whole game. The plays I made... I once looked at an old demo I still had on an old Backup-HDD. Wow... I did not even realize the horrible mistakes back then.
Spinbotters are a different story, but in general it is very hard to spot a Wallhack (because you do not see the PoV of the enemy). Usually people get killed by prefire, luckshots and the somewhat random hit registry of CS:GO. There have been many situations where I killed people with headshots (even though I wasn't even remotely near his/her head), and where I got killed even though I was behind a wall etc.
There is a reason why Overwatch got reworked not long ago. Nowadays, only GE players can overwatch GE-Reports. If you show a GE-Game to a Gold Nova player, it is very likely that the GN player might hop on a wrong decision because he missed something a GE player did not.
About the Toxicity... Usually it gets better the higher you go. I once went over to a friend (who was GN2 or GN3 at that time) to help him a bit with improving in the game. Of the five games he played, 3 were filled with at least two people insulting each other and people calling each other out on the public chat. I do not see the reason why people are that toxic, but in general, it gets better the higher one gets. It is seldom the case that people start to flame their own teammates in DMG+. As for MG and lower, I can not tell the situation nowadays. I do not remember such toxicity levels during my own Nova time though.
Summa Summarum: Be very careful with calling others a cheater, because you're wrong in at least 50% of the cases where it is not obvious.
And a small little hint: Do not waste time and focus on figureing out if that guy is cheating or not. Most of the time he isn't and you won't change his mind because you tell him to stop.

I don't know why some have the luck to avoiding cheaters and some don't :P but regarding your topic I just wanted to say that not every global match is spinbot vs spinbot.. No matter your rank is just play with 4 friends and you enjoy your match even if enemy have spinbot (If you don't care much about dropping to Supreme :P)

Of course there are cheaters in GE, but so there are in every single rank.
Non-Prime, do not even think about playing Non-Prime if you want a decent MM-Experience, because Non-Prime is filled with Smurfs and Cheaters. It shouldn't be too much of a problem for you to attach a phonenumber to your account. You need the Authentificator for Trading as well, so you hit two flies with one hit.
And the ranks are really irrelevant. Even I could get global with a little bit of patience and too much time on my hands. If you gather a few friends, literally everyone reading this can make it to GE. It is only a matter of time and fun.
