That's pretty bad idea. My suggestion makes more sense. It could be otherwise - subforum for english users. If someone wants to use their alphabet noone else understand while the rest speak english well feel free to use it in their forum part.

There's no real need for subforum for french. When you check the forum 95%+ of all posts are english/russians. It would reduce spam.

as i said, when you want to reduce spam (i want it too, dont get me wrong). then make a subforum for every main language and with a landing page.
