if the money is gone from the account it should be on paypal soon.

if it does not arrive in the next few days just make a support ticket about it with the details of the transaction.
I had to do that one time myself.

Is it true that you have to send OPskins a scan of your ID card (or passport) in order to be able to activate PayPal on your account and be able to transfer money?

No
Well, when I tried to connect my PayPal account with my OPskins account, there was a mandatory field about attaching ID proof (only then you are allowed to buy something on OPskins). What's that all about?

Hmph, that's ridiculous. Why does this policy only apply to buyers, not sellers?

Cos you need to add money to buy. If you use stolen card ...

If you have a valid PayPal account of 15 years, this should be proof enough of your financial legitimicy. I don't see why a third party would ask for your ID in addition to that (and am pretty certain this is illegal).

Totally agree but we can't do anything.

Okay, but your first response claimed you did not have to add you ID info. Now I'm confused. ;) So this is required only for buyers, did I catch that right? If I sell something, I can transfer the money to my PayPal account without having to add my ID information? If so, how do I do that when I can't link my PayPal account to OPskins without adding my ID info?

to get extra security your money is good.
selling skins and cashing out to paypal has no risks for opskins.
