Net_graph 1 or cl_showfps 1 in console to see ur fps
if u get 60-70+ fps then yes u can play cs
TL;DR Get a machine than can run at least 60 fps, that's a bare minimum.
I also have a question for you. I have a slighly better laptop than yours with an intel pentium n4200 (1.1-2.5 ghz) with 4 gigs of ram. I can play offline but never connect to an online casual game. How do you connect to a game? i always crash on the loading screen.
