If using Nvidia, change your scaling mode from aspect ratio to Full-screen.

It is located under Adjust desktop size and position in the Display area. If you are using Windows 10 you may have to do more to get it to work.

I do not know how to set it using a Radeon GPU.

a question, sir
When you have 4:3 monitor you just use 4:3 setting. How can you stretched something which has no black bars?! You use 4:3 stretching for 16:9 monitors, not 4:3 monitors.

change in game resolution to the last one in the 4:3 row. its actually 5:4 so it will stretch

Try to set your win to a higher resolution and ingame lower, play with gpu settings and launch options to force it and scale it like with 16:9.

Never tried this before

Here is an old settings of some pro cs go players:

Point it out to me at least one player who uses 4:3 monitor on 5:4 settings. Additionally, I don't know any pro player playing on 4:3 monitors.
