There was a bug about game bans, then OW minor bans being displayed on the profiles of banned players which went unnoticed, or rather not looking at, by devs and mods of this exact forum. Multiple threads. Freaking 8 months before they fixed that.
This might be related to added some time ago VAC AI which sends suspected actions to OW. Thus, the discrepancies between in-game and profile indication of what system banned the cheater. Saw several threads about that. Am not even here anymore that much, so I guess there have been at least 100+ cases like that only on this forum.
If the server was VAC secured, then VAC bans can still be issued. Since you admitted to using a modification using .noclip, the issued ban was mostly likely this scenario.
Even if this doesn't constitute as a cheat, Valve will not tolerate any form of modifications in VAC secured servers.

Even if your story is correct, VAC doesn't take sides when issuing bans to accounts.
While many people refer VAC as a anti-cheat software, it also expands to in-game modifications that may not always constitute as a cheat. When people cheat, they are modifying the in-game files or other unathorized activity, usually to gain unfair advantages over their opponents.
If you use third-party software (or anything similar), you are modifying the game, even if you never intended to gain unfair advantages or are not causing any harm (such as testing). As long the sever is VAC-secured, you are risking yourself a VAC Ban, and hence the event occurred.
Therefore, the permanent issued ban is correctly warrented, as you cannot remove it. Again, Valve will not take sides as this provides risking cheaters bypassing through the system.
Overwatch is not restricted to competitive when it comes to reporting. People can still report you in other game modes, and that also includes private servers.
Your profile shows a VAC Ban, not a Game Ban. The top red text should read having a Global Cooldown, not Majorly Disruptive.
