Not launching and error comes up when launching direct from .exe

Hi,
I wanted to get back and replay Borderlands 1, but I've run into issues when trying to launch the game. If I try to launch through Steam, it says "launching on Steam," but nothing happens, and then the launch button reappears. I've tried going into the files and launching directly from the .exe, but I get the error 'Failed to find file for package core for async preloading' with a bunch of file location strings underneath.

I've looked around and can't find any solutions.

PC specs:
i7 9700KF
2080 Super
Boot drive is a 1TB SATA SSD, and the game drive is a 2TB NVMe SSD.
16GB of DDR4 3600 RAM
Windows 10 installation.

I've played Borderlands GOTY Enhanced on my current PC before and had no issues; this is a fresh install.
Any help would be greatly appreciated :).

*Still not working but I think for what ever reason when I played Borderlands GOTY enhanced last time the my games saves and configs saved to both to my PC and Onedrive. not to long later I uninstalled Onedrive cause it was screwing with another game I was playing in the same way. Now I cant delete the local files in the My Games library since they are still linked somehow to Onedrive??? In short if your not using Onedrive, uninstall it.

in short follow instructions from Shin Enzyme:
It's not corruption of the installation, it's something in the game settings.

* Go to My Documents\My Games\Borderlands Game of the Year Edition.
* Rename (add old in front of the name) everything but Binaries (which is where your save games are).
* Relaunch game and reconfigure graphics setttings/etc.

After renaming folders and launching the game, the Borderlands Game of the Year folder should contain:
* Binaries
* Launcher
* LauncherData
* Old Launcher
* Old LauncherData
* Old WillowGame
* WillowGame

Once you are sure everything is working and your characters are intact/etc, then you can safely delete Old Launcher, Old LauncherData and Old WillowGame.
