Manually set the BorderlandsGOTY.exe to use GPU in Manage 3D Settings in NVIDIA Control Panel.
Set power management mode in NVIDIA 3D settings to 'Prefer maximum performance'.
Set pre rendered frames in 3D NVIDIA settings to 'Use the 3D application setting'.
Set 'OpenGL rendering GPU' in 3D NVIDIA settings to your laptop GPU.
Set 'vertical sync' to Off in NVIDIA 3D settings.

The game may be auto detecting the iGPU.
Metro added a worthless statement to fixing the issue, so responded with a non topic response that was still about AMD.
