I have this mission done but cant turn it in to Dr. zed because he's not there, I went to new haven and the DLC, found him there but couldn't finish the mission and now I'm stuck with this main quest and can't find any online game with this character.

It's impossible to get to New Haven before turning that quest in. Either there's some modding going on here, or you joined someone else's game, and it messed up your quests. Did this happen after you joined someone else's game?

No modding/cheating but I often play with randoms, I don't remember exactly but it's only with this character.

That's it then. Sometimes when you join other's games, you'll get their quests. I've actually had it happen with this exact quest in the 2009 version. Either join someone who can turn in this quest, or use Willowtree to mark the quest as complete.

I already tried joining a Level 1 character, we played until sledge and I didn't work for me, The quest menu showed the quest "Ineligible".

Are you in playthrough 1 or two?

The quest is in Playthrough 1, but i joined Playthrough 2 games with this character using my level 51 lilith imported from the Original.
I also did a little search on willowtree, and I will not use it.

I'm not sure. The only way I was able to fix it is Willowtree. But if you're against save editors or something, I guess I can see why you wouldn't use it.
