Go to here on your computer: C:\Users\<Username>\Documents\My games\Borderlands Game of the Year\WillowGame\Config
Open WillowEngine and control-F and search for ResX=
Set your resolution manually.
For me I play at 1440p so it's:
ResX=2650
ResY=1440
Then for refresh rate, the only way I can find is to disable FrameRate Smoothing (limits the game to 62 FPS) and then enable Vsync and it will automatically run at your monitor's maximum refresh rate. If you're worried about input lag then you can run the game in exclusive full screen mode and it shouldn't have any input lag with vsync on.
To do that: Control-F to find bSmoothFrameRate= and make sure it's set to: bSmoothFrameRate=FALSE
Then Control-F to find UseVsync= and make sure it's set to: UseVsync=True
And to put it in to Exclusive Full Screen mode, control-F to find: Fullscreen= and make sure it's set to: Fullscreen=True
IMPORTANT :
When done, right-click on WillowEngine.ini and make sure you set it to read-only, which will prevent the game from resetting all of this each time you start it. Which the game does do. Then everything should work 100%.
