Best in terms of gameplay - Borderlands 3 (Although it has some technical issues aswell sometimes - more than other borderlands games from my experience)
Best in terms of story and characters - Presequel (I know that this might be a controversial opinion, but i stick to it).
I also liked the Presequel characters and story and i agree with you.
Best as far as gameplay goes is indeed Borderlands 3
Longevity and value is borderlands 2
Buuuut...one thing that i notice everytime i do a playthrough of all borderlands games(going through all difficulties) is that Borderlands 1 has the best weapons as far as balance goes.What i mean is that,if you find a good weapon in borderlands 1 you'll treasure it like the one ring.If you find a good weapon in Borderlands 2 you'll keep it for a few levels unless it's a build-opener and in borderlands 3 if you find a high rarity weapon...you'll change it in a few minutes because weapons drop like candies.
And not to mention. Tina's dlc has Lair of Infinite agony.... which is imo one of the worst zones in any bl game. Ever.
