How do I access the DLC for the GOTY enhanced edition? None of its listed on the game

You use the fast travel station, each DLC has a hub area you can travel to.

DLC1: Jakob's Cove - Zombie Island of Dr. Ned.
DLC2: The Underdome - Mad Moxxi's Underdome Riot
DLC3: T-Bone Junction - The Secret Army of General Knoxx
DLC4: Tartarus Station - Claptrap's New Robot Revolution.

DLCs are not really DLCS in remasters. They are part of the game, thus not listed in DLC section.

But it's in the game.

You must complete "Skags At The Gate" before you can access to the DLCs.

i don't have any of those areas listed in my fast travel in the enhanced version, even after completion of first playthrough. is there some way to install these that i missed? in steam i see them individually listed in the non-enhanced version to install, which i'd rather not install non-enhanced version...but i see no way to access these in the enhanced game. any tips?

I didn't see this question until now. I hope you have resolved this issue, but it should be at the bottom of your quest log!

I had the same issue playing on a new install. I had to exit the game, verify the integrity of the game files for the DLC to show up in the enhanced version, hope this helps someone with the same issue.
