Force minimap to always be zoomed out?

Is there a setting in one of the *.ini files that lets you display the map/minimap at max zoom instead of it changing randomly?

it seems to have to do with the main map menu itself. if that map is zoomed in, minimap is zoomed in. i don't think there's a way to make the minimap zoomed out permanently, if it's tied to the main one

It just seems to change sporadically from zoomed in to zoomed out without any input.

I realize this thread is a bit old, but I found that the reason this happens is because of your proximity to a quest objective. Whenever you're near one it will zoom in and there's no way to change this that I know of. Extremely annoying when inside a building.

You could change the objective to something else.

use the map button, zoom out then use the map button to close (not esc or B) and the mini map zooms out.
