Because if you could use a key you could just hover over an item and hit a hotkey instead of having to click a specific small spot. Tbh I find the junk option to be slower than just clicking to sell because I don't have to take the time to hit a small specific spot when selling.
I've always thought it was a wasted feature. "Sell all non-locked items" would have made way more sense. If I have to click it anyway to mark it for sale, I mine as well do it at the vendor where I just click anywhere on the item and sell it.
For just managing inventories (in a couple of games including the borderlands ones) I find using the keyboard easier and faster personally. It would be nice to have a button for junk/fave, but it kinda sucks that there isn't one...
