Ineligible quests for coop partner?

I hosted a new game with new character - a friend of mine joined with her new character, and we played every mission together from start in Fyrestone. We played about 7 missions before we realized she didnt actually have them in the mission log.
I accepted the meet TK Baha mission, and for her it said "ineligible" ?

If she didn't get the prerequisite quests done then she probably can't jump into the later ones.

Solve it by having her host (be Player 1) so that the quests start where she is, not where you are.
