Lol If someone has a 144Hz monitor and can't tell when the game is running at 60Hz they really need to get their eyes checked.
I'm saying when the game reverts to 59Hz it's a visual bug. You're actually playing at the refresh rate you are setting.

that is not true my monitor goes up to 75hz but some games just hard cap at 60fps nvidia and steam fps tends to show it showing sixty for whatever reason, i dont own the remastered yet but like you said its most likely a bug since windows mainly 10 has alot of bugs when it comes to fps and monitors refresh rate from what i gathered
I hope it is just a bug and can be fixed. but there is options in games and I would like to hope that the devs wouldint over look their game being hard capped and including options, haha, still possible though. but my fingers are crossed.
You can run 144hz by setting adaptive vsync in nvidia control panel
this worked for me. thank you very much i tried it after work, the bug still shows only 59hz in BL settings but if i turn vsync on in game it no longer limits fps to 60, and the game finally feels like it is running atleast 100hz or more ( i can tell 60 hz but honestly cant tell to much post 100hz.)
so to repeat setting adaptive sync through nvidia control panal did indeed work for raising my ingame refresh rate.
this guy is clearly an idiot. The game's refresh rate setting is indeed bugged. It's "fixed" to 50 hz without any option to go higher when my monitor is 144hz. Good one trying to sound arrogant and smart while being so blatantly wrong.
Sorry for the necro but I have the same issue and this is the first result that comes up. I have set to prefer maximum refresh in the NVIDIA Control Panel yet this game still locks me to 60Hz at 5k, and I have V-Sync off in-game (and Adaptive V-Sync in the NVIDIA Control Panel wouldn't change refresh rate, nor should normal V-Sync anywhere actually).
