Widowmaker won't spawn

I'm on the quest "A Bug Problem" and I already killed Hilab, and I've taken both samples, but Widowmaker isn't spawning for me. I've already tried restarting the game, to no avail. Is there a fix for this or will I have to find some sort of save editor to complete the quest?

I’ve seen others post about this. That sux, sorry. Possibly have someone invite you to their game once they have the quest. All else fails, try Willowtree

I had that issue. but closing and restarting the game caused Widowmaker to spawn, although it was in a completely different area to where the samples were taken.
