Report a translation problem
From what I see is the difference on the ability to "Land", "Float", "Dive", basically if you have a warship that has a rating in Underwater it means that the warship has the ability to dive in maps that allows you to use the option to dive but the weapons on-board will be less effective hence the lower rating in underwater than other environments.

By "Not exactly", I mean that is not always the case.
I'm guessing they want to stick to the actual series because from all I know, in both series of Seed and Seed Destiny, the Eternal never descend down to Earth.
Since, you can use OP to increase from B to A, a ship with B B on 2 terrains is ok.
