Report a translation problem
I'm not convinced by this. I've seen a mod that could transform the player character into a dragon, and a magic ring of flight, a slow-time spell and a send-em-flying-for-yards-with-every-punch spell. I've seen arrows that drag the enemy to your position with a loud "Get over here!"
Now, granted, doing flight is hard, and tends to involve collision not working properly, (at least in Skyrim. Oblivion and Morrowind didn't have this problem,) but it's going too far to say that modders can't add anything that isn't in the game already.
If someone is able to pull it off and put in to in to the game, then I would love to see it and would be the first in line to download such a mod. I know there are people that are able to make such a mod, but it will take a lot of work and skill with only a few Skyrim modders able to pull off such a feat. So the real question is not whether or not it can be done, but rather can anyone be bothered to put in the time and effort to make such a mod?
When I said "modders can't do what is not already in the game", I meant your general modder, as most game modders just add graphical changes to a game.
Mods that add entirely new game mechanics are very rare and are mostly seen in huge projects.
I know that such a mod is possible; I just think it is very unlikely and I don't want to be waiting for a mod that may never happen.
And riding dragons, crude mechanics admittedly at current, isn't now a part of the game?
I'd bet on the modding community coming up with better appearing flight mechanics long before Bethesda/Steam fixing the crudity it is now.

Basically, Skyrim only contains the basic resources fo modding. The rest is up to the author. He/she may pick up meshes and textures from another game or create new ones.
