Report a translation problem
Right when the dragon attacks, Ralof (the Stormcloak dude in blue that spoke to you on the cart ride) wants you to follow him to a tower. Follow him. Once inside the tower, Ralof will have you follow him up to the top of the tower, at which point Alduin busts his ugly face in and ruins a couple of people.
When Alduin's done stuffing his face in there, Ralof tells you to jump through the roof of the inn (which you'll see through the hole in the wall courtesy of Alduin). Do that, and get down to ground level and out of the inn where you'll see the Imperial guy named Hadvar shouting for some kid right before Alduin comes down AGAIN and squashes some other guy.
Hadvar will be all "Still alive, prisoner? Stick close to me if you wanna stay that way". Follow him through Helgen; at some point General Tullius will yell "Into the Keep, we're leaving!" so keep following Hadvar until you see Ralof.
When Hadvar and Ralof start arguing, at that point you have the choice of which one to follow - you can go with either one of them, and one is no more "right" or "wrong" than the other.
So pick one and follow them into the Keep, where whoever you followed will unbind your wrists after a bit of dialogue and then tell you to find some gear in a chest.
Your hands will not be unbound until you enter Helgen Keep with either Ralof or Hadvar. If you have entered the Keep itself (going through all the junk I just listed, and the game will tell you when you have) and they still won't unbind your wrists... then something is totally messed up.
