Report a translation problem
Have you loot installed and mods if any.
I am using a Razer Naga mouse but I do not have any additional software for it installed besides just the plug and play data.
I've tried the fixes suggested on bethesda's support center but have no luck.

when I try to delete the Skyrim Interface.bsa, Steam does not repair/replace this file with "Verify Integrity of Game Cache," I have to restore that file myself.
Wait until completed, press steam play and OK graphic card settings(1 file fail to validate) then try to the play game.
(make sure boxes are ticked in Data section before starting the game)
I tried your suggestions and unfortunatly there was no change. I even made sure that the Xbox 360 control was unchecked in the options menu.
The only devices plugged into my computer are my Razor Blackwiddow Ultimate Sleath Keyboard, my Razer Naga mouse, and my Razer Maelstorm headset (besides my monitor of course).
Can you think of any further possibilities? I guess I could try removing all of my game files and reinstalling the game from scratch, but I have a feeling that this wouldn't resolve the issue.
If I click up towards the very top of my screen I'm able to change the horizontal tab options. Going to play around with the resolution and ration settings and see if that changes things.
I'm on a 34" curved monitor with a 3440 X 1440.
For the record, I have two mods installed. One that just fixes tons of bugs and one for 21:9 ultrawide support. I'm on a curved IPS ultrawide display with 2560x1080 resolution. Same exact issue. Have to click very top of my screen to select the other tabs in character creator.
I had an idea but I have't tested it in sometime, might be worth the investigation for someone. I didn't play around too much with the .ini files for Elder Scrolls V, but I know on Fallout 4 (with an ultrawide 21:9 mod support installed) some adjustments via notepad helped fix some issues. It could be that some tinkering in Skyrim's .ini files could 'convince' the UI to show properly from the start.
If anyone does this, make sure to backup the files and it is a good idea to spend a few minutes familiarizing yourself with .ini files so you don't 'brake' the game.
