Otherwise, I think that is a game engine limitation.
You might like Divinity 2 -- that has decent jump fighting.
And it might be a engine limitation but i've seen some pretty crazy mods and I would think someone figure it out?
I don't think it's a bad idea at all, but think it would have been done by now (overhead jump attacks at the very least) if it was doable. But it doesn't hurt to ask.

Gravity and momentum. Use the downward force to execute a vertical or diagonal swing with the weight of your falling body. It would however leave you pretty open to riposte.
