Lore wise Nords in general distrust magic, they regard it as foreign and elf-ish.
Ancient Nords appeared to be different but current Nords have no link to the past. It has to be said that most magic practitioners of the past were of the Dragon cult and they were overthrown as being cruel and despotic, which together with their mistrust of Elves makes modern Nords distrust magic and those who practise it.
Jarls tolerate them for the most part for their usefulness, but they generally live within the palace itself, those who live outside suffer prejudice.
