snow elves did in the dawn guard dlc but im not sure about dwemmer, im pretty sure that the by the folmer were ssnow elves who were betrayed by the dwemmer

not to mention how the rieklings from dragondorn dlc are said to be snow elves that lived above ground after the poisoning by the dwarves. So, i guess they already brought back snow elves (along with the dawnguard on); as for dwemer, unless they wanted to break canon and warp the lore they could bring em' back.

well, the dwemer are as close as you'll get bud. Thy lived underground, did lots of stuff with metal, and were relatively short for elves.

dwarf race mod... doesnt necesserly need a back story IMO as long as the race looks good from itself.
to me the game is all just about fun.

if there would ever be a male character i would play it would most likely be a dwarf bcus.... dwarfs have cool beards en stuff :3

Dawnguard DLC already tells that ALL FALMER ARE FORMER SNOW ELVES.

so the game in a sense has snow elves on it.

and rieklings are in the same way, mutated dwarves.

Reference? IIRC, only the Solstheim Nords refer to them as "alves" at all, calling them "snow elves". This may or may not be a reference to the Mer races, as Nords are generally racist with respect to Elves and could easily be seen to call any smaller, pointy-eared race "elves".

Then why does the snow elf in the end of the dawnguard DLC say they were his kinmen?

he says something in line about his kinsmen overcoming the citatel hes been defending, and being corrupted. Falmer = Corrupted snow elves.

wouldnt make any sense for him to say that if falmer werent old snow elves.

I'm not talking about the Falmer, I'm talking about the reference to Rieklings being Dwemer (mutated dwarves). Clearly, the Falmer are Snow Elves.
