Did you pick up ore/ingots near the smelter (that stealing)
There are no guards up there. I mean, there are a few in Kynesgrove, but I was fighting a dragon up the hill, and besides me, the dragon and Delphine there was nobody else.
Interesting fact - Delphine helped me take those two rebels down :)

if those are th only 2 that freaked out while the others didn't, what did they others do while this was going on? Kjeld has been known to go beserk getting himself killed.
btw, they are sisters not mother/daughter.

they probably won't act different and this will most likely be a one time Skyrim thing. Now prepare yourself for the next weird thing to happen. it will happen eventually.

The others just walked away, possibly screaming stuff like "Someone do something" and such, as they usually do when they see a fight.

I am sure of that :) If nothing happened I would assume I'm not playing Skyrim anymore.
Well, as far as I know, all NPCs were inside the mine when I was fighting and went out when I walked by the mine. As for the guards I'm not sure, I didn't notice any.
What I did notice, however, is that when I used the shout on the dragon, I could see two more red dots on the compass, far away. But it was not in the direction of Kynesgrove, it was more towards Windhelm
Other than that, it was just a casual fight with a dragon on the open space
