Was going to say the exact same thing. These sounds like symptoms of excessive/uninformed console usage. I don't know a single person on this forum who can puzzle out a surefire fix when the console decides it has had enough. Especially not without knowing each and every command you used, how many times, and what values you input when using them.
I honestly don't know if there are or aren't, the only command I've ever used is tcl for the purpose of testing, and never on an actual save. But, if there are, you will probably, at the very least, need to re-initialize your ini files, and possibly validate your files at worst.
The console commands I've used is tcl, tfc and spawned items when its said its a 'Quest Item' (I know 100% that it isn't). I've done this type of thing before on many saves but it has never happend.

In terms of a potential solution, assuming a new game isn't affected (definitely test that first), it may be worth clearing your inventory. Target an empty chest in your house to get its id, then enter:
You'll drop absolutely everything into the chest. After that, see whether the problem persists, then experiment with pulling stuff out of the chest - you may find that picking up a particular item is what's causing the problem.
If it doesn't seem to help, reload back to the point before you entered the command.

The thing that happens is that if there is an object in the floor, I pick it up it does the sound of it being picked up and its no longer on the floor so I look in my inventory and its not there.
And yes I was;
tcl - if I was blocked by npc's
player.additem <Item> - to be able to enchant or sell items if they has a quest item label (This was before the unable to sell problem) and I would spawn in the respectful gold for the item.

Cheers for posting this however it has not helped since I do not use the mods which is suspected to be the problem however I do appreciate though.
If it's not happening repeatedly on new games (without console usage), it's likely not the mods.
Also, hoarders can totally bork their inventory just by hoarding.
On one hand you're saying you've never heard of this issue before, on the other you're adamant that you know what causes it. Bit of a juxtaposition there? You can't claim both!
Unfortunately, starting a new game doesn't immediately indicate one way or the other, as it may be related to picking up a certain item.
Did you ever try emptying out your inventory, as detailed above?
